The newspaper article discusses the admission by City of Palm Bay Code Enforcement that the department was not notifying property owners that fines and liens had been placed on their properties. Palm Bay City Attorney Jim Stokes, who began working for the city in March 2008, was quoted as saying, "When I came here, I found out they weren't being done."
He also said that Lee Feldman,

had instructed him to continue to pursue

"We're taking the position that these are all valid until a court tells us otherwise" Stokes said.
Outraged by what is going on in her city, Palm Bay Deputy Mayor Kristine Isnardi Spoke Out and said that she wants some help for property owners. As stated in the newspaper article, she has long said that:
"The city's Code Enforcement department is...
OUT OF CONTROL
If homeowners were not properly notified,
then those fines should be nullified.
Code Enforcement should only be used
in response to the most extreme cases,
not as a proactive force that ultimately results in
the liening of someone's home due to
large, accumulated, outrageous fines."
